The 'criteria' for any of the awards is never really specifically laid out. But I would say the Incredibly Strange award is somewhat self-explanatory.
Generally, it's a film that may not be the best story, or best technically, but has something so bizarre or 'strange' about it, which makes it super captivating/funny/entertaining.
A best-of-the-worst, if you like.
But yes, don't think anyone will be able to give you an objective set of criteria on it, but I might be wrong!
