Royalty Free Music??

This is my first year entering 48 Hour Film, however I made short films for Media Studies at high school and were allowed to use Royalty Free music or our own.
Is it ok to use Royalty Free Music downloaded from a website? Or will we need permission or is it counted as public property?

Meh! Down with royalty free music. Go to the next level and find your self a good composer/musician to do this for your team it's well worth it and there are plenty of them out there.
